Hippowdon seems like a interesting alternative check to Archaludon, Raging Bolt and Gouging Fire. The main advantage it has is Sand Stream, which locks Archaludon into Electro Shot and removes Protosynthesis (and Weather Ball) from the sun abusers. Unfortunately, it doesn't seem to have enough...
This looks weird. Why list essentially the same donor twice? Volbeat over Illumise is also weird since it's the latter that has Wish.
In general the final evolution should be listed as a donor unless the pre-evo has a noteworthy unique ability, or is just banned.
Quagsire should also be listed...

The Dynamax/Terastal ban is very easily enforceable on cart. Just... Don't click the Dynamax button. There are no mechanics that can force a player to Dynamax against their will and force a DQ this way.
The problem with this proposal is that it doesn't really fix any Sleep Clause issue except from preventing attempted resleeps on wakeup. It doesn't solve the problem of how to handle locking on the sleep move (via Encore or Trick) nor how to handle running out of PP on other moves.
They're static story encounters with fixed IVs, but that shouldn't matter if they are maxed out. Raging Bolt and Iron Crown are encountered in the same in-game events but they don't have the same issue as long as you don't put less than 20 IVs in their stats.
There seems to be a issue with inheriting from Gouging Fire and Iron Boulder specifically. I tried to validate this team
