Wingull has been soaring to new heights lately, and it is no surprise! With a dual STAB combination that hits almost the entire metagame for unresisted damage, it has become increasingly popular as a fast and powerful breaker. Not only does Wingull have a great typing, but it also has amazing Speed, being able to outpace or Speed tie with every viable Pokemon in the tier other than Diglett and Elekid. Due to the combination of its Speed and typing, it is able to force out a lot of Pokemon and get free turns with Substitute or even gain momentum with U-turn. The major flaw with Wingull is its dreadful bulk, but with the ability to pivot and a good Speed stat, it can easily take advantage of its checks. A good core to exploit this is Wingull + Mienfoo, as both are great pivots, and Mienfoo resists the Rock-type attacks that threaten Wingull.

Substitute is not usually used to outplay Sucker Punch, it's much more common to use it in the second way you listed. It also eases prediction cause you don't have to click Hurricane or Scald on their Onix or Foongus switch-in, but can in stead just click Sub and the appropriate move the next turn.

I recommend not using Bisharp in LC. No matter how much I love the mon, it won't work out for you.

Wingull does not get a free switch-in to any Fighting-type due to its low bulk meaning it still takes like 70% from Mienfoo's HJK/Knock Off or Timburr's Knock Off and Croagunk has a 50% to just kill with Sludge Bomb. Honestly I don't even know if Ferroseed and Pawniard are that good with it and definitely not worth mentioning in here. Wingull's biggest flaw is its terrible bulk and this can be worked around via pivoting teammates like Mienfoo. That's far more important to mention than the awkward Ferro and Pawn.

If you want to mention some Pokemon that can help break the likes of Spritzee and Slowpoke that's fine, but also include other mons that Wingull can't break, like Ferroseed and Chinchou.

Due to the combination of its Speed and typing, it is able to force out a lot of Pokemon and get free turns to with Substitute, (RC)or even pivot for gain momentum with U-turn. The major flaw with Wingull, is its dreadful bulk, but, with the ability to pivot and good speed, it can switch to better suited Pokemon is its dreadful bulk, but with the ability to pivot and a good Speed stat, it can easily take advantage of its checks (the original sentence sounded a little bit awkward, every pokemon can switch regardless of its access to u-turn. i think this is what you mean). A good core to exploit this,is Wingull and Mienfoo, both able to pivot well, with Mienfoo resisting Rock-type attacks that threaten Wingull is Wingull + Mienfoo, as both are great pivots, and Mienfoo resists the Rock-type attacks that threaten Wingull.
