Kingdra can more often than not just freely spam Surf against ice monos, but with lapras, it gets forced to use Draco, and then switch out after using it when it cant 1hk0 the next mon after the SpA drop. Even then, Lapras takes a Draco, and threatens the entire mono water/dragon team back with a freeze dry.
 
As far as I knew, those were the EVs for the RestTalk gyarados set, but I'll delete it I guess
