I'm not gonna lie, I think this set looks decent, though I doubt its effectiveness at the same time, if that makes sense. I would like to see as many logs as possible (10-12 should be enough) of this particular Jirachi in action posted in this thread -- obviously, I want the poster of this set to be the one who presents said logs. Remember, avoid cherry-picking the logs, just post a consecutive row of battles with Jirachi and everything will be fine.

A couple of these logs really showcased Jirachi's ability to take on Flygons, Dragonites and Magnezones. It also showed that Jirachi was not totally useless against stall teams and that Jirachi could still fulfill its intended purpose of stopping Gengar, Starmie and Jolteon. It also forced out many threats and was a great team player because of Wish and Icy Wind. And even in the matches I lost, Jirachi still helped make many of the matches closer.

No, you should not be using this Jirachi to counter SubAgility Empoleon. After you counter Gengar/Starmie, what do you need to be healthy for later in the game? Jirachi is not a counter to everything in the game, only Starmie and Gengar. It would be nice if you had a 100% counter to Starmie, but unfourtunatly, short of Blissey, there is none. 252/136 Calm Roserade is 2HKO'ed by Ice Beam 100% of the time, while Jirachi is never 2HKO'ed. Same case for Shaymin, as the support Shaymin from its analysis is dealt 55.9% - 65.8% from LO Ice Beam. Also, Specs Jolt HP Ice is a 100% 2HKO to Shaymin and deals 48.8% - 57.4% to Roserade, so very high chance to 2HKO with out rocks, 100% chance to 2HKo with them. Roserade/Shaymin are in no way, shape or form better counters to Starmie and Specs Jolteon.

SubAgility Empoleon and Infernape were bad examples, sorry. Better examples would be SubSplit Gengar and SDLuke. Blissey auto loses to both of those, and Jirachi wins against Gengar and can do 52.7% - 62.3% to Lucario. And if Blissey runs enough SpA to beat Rotom, it loses out on a lot of bulk.

It 100% counters Gengar and Starmie, huge threats to almost every team. Blissey can do this, but again, poses almost no offensive threat and grinds the precious momentum of offensive team to a screeching halt. Jirachi does not do this, and is therefore the superior choice on offensive teams and many Semi-Stall teams that require momentum to be in their favor to set up entry hazards and control the tempo of the match.
Ya I can see what you are trying to say here. Still, it is not a 100% counter to Gengar and Starmie, since they both 2HKO with a little residual damage (or enough layers of spikes). FWIW, Specs Starmie 2HKOs this Jirachi with Hydro Pump. I can see this being a nice alternative to Blissey (who I'm absolutely SICK of defending), but it's still not quite as reliable.

I think you should put an emphasis that this is NOT a special wall, though, and cannot take hits all day, unlike Blissey, ShuffleCune, etc.

I still feel like the EV spread can be improved. This one is better both defensively and specially defensively:

16 Speed allows you to outspeed Adamant Breloom, while 136 SpD yields a bonus point.

Log 2: Icy Wind FAILS TO KILL FLYGON HERE. Meanwhile, at the end of the match, Flygon wins the game for your opponent. Jirachi has failed.

Log 3: Jirachi dies to a Waterfall CH, a U-turn, and a Flygon Draco Meteor (which probably would have 2HKOed even if the opp didn't CH you with the Waterfall. Not impressed.

Log 4: Opponent leaves after getting haxed a whole lot by you. Jirachi parahaxes the Heatran switchin with Thunderbolt, but achieves little else.

Log 5: Jirachi is death fodder for Breloom here, getting nailed by a Focus Punch on the switch and eventually dying to Outrage. Neutral. Notable is that later, you get swept by a LO Jolteon, which you claim this set can beat. Might wanna be more careful with how you deal with Breloom in the future.

Log 6: Here, Icy Wind KOs a weakened Dragonite, but does little else. No real advantage here.

Log 7: Here, even with SDef drop hax, a SPECIALLY DEFENSIVE POKEMON gets completely wrecked by Magnezone, a SPECIAL ATTACKER. This is an absolute failure for Jirachi.

Log 8: Maybe the first "good" log for Jirachi, as it is 4HKOed by a Lefties Gengar's Shadow Ball. However, had that Gengar been LO, that would have been an easy 3HKO, and you wouldn't be able to counter Gengar on that second switchin. Bad times.

Log 9: Jirachi barely ekes out a win against a piss weak Discharge Magnezone. "Win" but just barely, and against a rarely seen mediocre set.

Log 10: Jirachi wins here because of a Hydro Pump miss. It successfully "did its job" but only because of your opponent's ill luck and bad decisions. If you had mispredicted with that Psychic, this would have been yet another blatant failure in the vein of Log 2. Even then, you only succeed because your opponent is annoyed by Heatran.

These logs have just proven the absolute mediocrity of this set. It does "a job" but not well, and isn't even anywhere near as useful as any one of the plenty of other awesome Jirachi sets. My rejection stands now more than ever.

Specs Starmie was used less than 10% of the time in July according to Doug's Stats, so it is not really a big threat to prepare for. Also, Blissey can't beat Gengar (Sub Split, at least) or Recover Starmie. While it can stall them, it can't land a KO. You can also assume that Jirachi can come in on Starmie/Gengar as Jirachi should be your first switch in to them, and should not have been used prior.

And while Jirachi can't take hits as well as Cune or Blissey, it can actually convince foes to stay in on it and be subsequently KO'ed. Things will switch out of Blissey/Cune, as they can't break them. But if LOStarmie/Gengar are convinced to stay in because they think they will kill Jirachi, they will go for the KO. And again, Cune/Blissey can't OHKO these threats, and status won't bother them due to Sub/Natural Cure, so it's a stalemate. Jirachi can prevent this stalemate and end up on top.

The EVs are pretty much the same, but it doesn't have the sure-fire OHKO on Starmie, which 136 SpA EVs get. No point in being able to take a it from Starmie only not to OHKO it, and then die to another attack. At this point, with less Special Attack, you are better off using Blissey.

EDIT: New spread stuff. Calm 176 HP/136 SpA/180 SpD/16 Spe looks better than mine. Thanks for this!

3. 31% (no-crit Waterfall) + 33% (Scizor U-turn) + 26% (252 Rash Draco Plate [Flygon had no LO recoil] Draco Meteor) does not equal 100%, so the crit waterfall made all the difference here.

4. Jirachi was also able to switch into Starmie and force it out. The para hax on heatran also meant little, as Heatran is walled to death by Gyara and my own heatran.

5. Jirachi still forced Breloom out, preventing a loss right there. Also, Jolteon should not have swept. I misplayed my last few pokes, as Rotom can survive a LO Shadow Ball and KO with it's own. I should have sac'ed Skarmory to get Rotom in for free.

10. The chance of Hydro Pump hitting twice in a row is 64%. This is about the same as Hypnosis, but people don't scream HAX when it misses, as it isn't reliable. Neither is Hydro Pump. Also, if Hydro Pump hit twice, I would have switched out Jirachi for Skarm or Gliscor, as I wouldn't have been able to live Flygon EQ. If I switched out and survived, then I could have also killed his Starmie, as it lacked both LO and Hydro Pump. So it was either Flygon or Starmie to die.

If you can play the what-if game, assuming that he had Life Orb, I can also assume that Gengar wouldn't roll max damage each hit. What? Non-LO was doing 30%, so considering that SR negates one turn of Leftovers every time, you're still 3HKOed with ill luck. Still iffy.

9. Even if he had Thunderbolt, I would still come out on top. There would be a lesser chance for Thunderbolt to Paralyze, and that was the only reason the little skirmish was close. Not true. 2 turns of Thunderbolt outdamages 1 turn of Wish, so you're net losing HP over time. Not a lot, especially considering the high, high likelihood of getting paralyzed or CHed once.

Hydro Pump is more likely to hit twice than miss twice, making it luck in your favor either way.
 
2. Assuming Jirachi was Scarfed, as it's the only set that would have made a difference against Flygon, it would have to win the speed tie to KO. Against Tyranitar, Jirachi would have to Flinch with Iron Head (his item was likely Bibari Berry). In both situations, I still could have lost the match, and if I was running any other "good" Jirachi set such as CMWish/Mixed Attacker, I was still screwed.

3. My bad, Choice specs never came into my mind. Even still, Jirachi was in two turns against Gyarados, so it's effective health after the multiple SR hits was 106% the four attacks combined equal 109%. Also, with Draco Meteor, you are assuming Flygon does pretty near max damage both hits, which is unlikely. Therefore, flygon had a good chance not to do the remaining 48% Jirachi would have had after Waterfall+U-Turn. Also, the second Meteor could have missed, making it even morre unlikley that Flygon would have missed out on the 2HKO. There is also the chance that Flygon was running a Naive Nature to boost its speed, in which case it never would have KO'ed by the two Meteors anyways. So again, the crit Waterfall made all the difference.

4. It wasn't amazing, but Jirachi still stopped a KO from Starmie, and could have done it again if it had to.

7. You are forgetting the leftovers, who's 6% extra would have put me out of Zone's kill range.

8. Iffy, but still not a sure-fire 3HKO. And as long as jirachi avoids the 2HKO, it can still KO Gengar before dying itself.

9. High chance of ParaHax sure, but as the log showed, jirachi can still win through the para hax. Also, the longer Jirachi Wishes, the more chances it has of it's own to hax with Thunderbolt or Psychic.

10. So the RNG was on my side, but I still proved I can kill that Starmie if I took another Hydro Pump, and I would say killing Empoleon+Starmie is just as good, if not better than killing Flygon+severely weakening Empoleon. Either way, a good outcome for me.

Hey, I noticed that 16 Speed EVs is not enough to outspeed LO Starmie after an Icy Wind drop, so the new spread would be:

I have to admit Specially Defensive Jirachi can be pretty awesome in high-level play, but the current moves on this set make you inefficient. Sorry man, but I personally wouldn't use this set at its current stage. You really need Protect when a Wish Jirachi is not counting on flinch and paralysis, b/c it then becomes a reliable utility. Imo the fix to this is simple, just change Psychic for Iron Head. This way you actually have a reliable strategy to abusing Icy Wind to its fullest. Thunder Wave now sounds appealing, but your job is to check those special attackers (if not why bother with making this a set). In other words, Thunderbolt is needed for those bulky waters. With this simple change you do not lose it effectiveness against the pokemon mentioned in the OP. I would try to improve the EV spread, but I haven't made any calcs to justify any changes in particular. Note I've only guided myself from the OP and experience, so this change could affect its viability towards other circumstances.

Thanks for your input. Healing is not necessity on this Jirachi, as it only needs to switch once into Starmie/Gengar and kill them. Wish is mostly there as an auxiliary move to help it in stall wars and support its teammates once Jirachi has eliminated special attackers. Jirachi does not have to repeatably switch into them, as it can kill them reliably the first time. Iron Head could be used in tandem with Icy Wind, but then you have to mess with the nature, split EVs, and not have a move that can OHKO Fighting types and Gengar, as well as get good neutral coverage on many threats such as Jolteon and Swampert. Also, when your opponent realizes that you are trying to stall them with speed drops and flinches, it can switch out, reset all the speed drops, and come back later and wreak havoc. And if your team is relying on Jirachi alone to combat special threats, you can just use Protect alongside Wish to gain access to reliable healing, in addition to scouting choice users that love to come in on Jirachi, such as ScarfTran and ScarfFlygon.

Ok I was asked to post here. I've ran a specially defensive jirachi plenty of times, this is the set that I ran.

name: Utility Counter
move 1: Iron Head
move 2: Fire Punch
move 3: Wish/Protect
move 4: Thunderwave/Body Slam
nature: Careful
item: Leftovers
evs: 252 HP / 224 SpD / 36 Spe

The problem I see with the set posted is that it tries to do too much. Jirachi cannot check all of Jolteon/Gengar/Starmie...however it can check 2/3 which for many teams is good enough.

The crux of this set is thunderwave which prevents many threats from switching in or setting up. Now this doesn't prevent flygon, jolteon and gliscor from walling you, so if those threats give your team problems try body slam over thunder wave. Of course body slam means that you are more susceptible to gengar and rotom (with ss up you can paralyze scarf rotom and flinch it to death). The combination of paralysis + wish + iron head's flinch chance can give rachi a much longer shelf life. Now, even though Starmie does have natural cure, if you switch into it, twave and wish you can still beat it (especially with ss up) due to flinch chances and if starmie switches out, you've successfully forced it. Fire Punch rounds out the set with great coverage, allowing you to beat magnezone and scizor. Protect is an option over wish just for lefties recovery and scouting.

EV's are very streamlined to take special hits better. No attack investment is ever really needed. This set works best with ss support for reasons stated, mainly non-ss-immune mons lose 6% each turn while you gain 6% which becomes even more important with flinches. As a bonus this jirachi acts as a one time check to dd tyranitar (+1 barbiri EQ does 75.7% - 89.1%) so you have a chance to paralyze it and a decent chance to flinch it to death.

Special/Physical attacks?: I prefer physical attacks, since twave is needed to negate the speed drop since we instead opt for special defense ev's, the flinch chance becomes much more important whereas I found that when I ran special attacks I rarely had the chance to stay in and recover with wish. Besides being able to paralyze, this set is now walled by bulky waters but you aren't beating suicune with either set, you still beat starmie, so it's just vappy that becomes a problem.

This set plays like a bronzong with paralysis support but doesn't invite skarm and fort to set up on you in exchange for no EQ immunity meaning that flygon and metagross can beat you.

Thank you for having posted, Scofield. So, I like the set that Scofield just mentioned more than the one that's in the OP of this thread. I would like to hear what the poster has to say about this. As for the logs, I have to admit that they weren't too bad, I kinda liked one or two actually. However, that obviously doesn't mean that I'm stamping this set or anything, though that I'm now more convinced that this Jirachi, with proper EVs, nature, and moves, can work decently well.

I would like to hear what the other QC guys think.
 
I also like Scofield's set, but mine has some key advantages over his. First of all, Scofield's Jirachi doesn't take on Starmie nearly as well. While he does take Starmie's attacks better, the starmie user will certantly switch out of Starmie, as Hydro Pump only does 38.6% - 45.5% to his jirachi. After hitting Jirachi on the switch-in, the Starmie user should realize that it isn't going to get anywhere. And against Jolteon, Scofield's set loses "worse" than mine. He can't paralyze Jolteon, and his best attack is an un-STABed Fire Punch, whereas mine can shave off half of Jolteon's health with Psychic.

Now, as Scofield said, ThunderWave really helps his set. It combined with Iron Head gives the opponent a 30% chance to attack. This is great, and allows Jirachi to beat almost any pokemon if the RNG rolls in your favor. However, by using Thunderwave instead of Icy Wind, Scofield's set loses to Flygon, while mine does upwards of 85%. Thunder Wave also doesn't affect the Ground types, and let this set be walled by things such as Gliscor. And if you choose to use Body Slam over T-Wave for the paralyze chance on Grounds, you can't do anything at all to Rotom-A, while my Jirachi can break offensive variants' Subs and stall out defensive versions. Also, by using Body Slam, you are trading in 100% para chance on non-grounds for a 60% chance to para non-ghosts.

Also, by using physical attack over special attacks, Jirachi can't do anything to bulky waters such as Vaporeon and Suicune. Both don't mind the FP chance and the speed reduction. The bulky waters also don't care about the chance to not make an attack 70% of the time. They only need to wish/rest once to get rid of 10 turns of Iron Head damage. And in the PP war, if it comes down to it, the bulky waters will win due to moving less often than Jirachi due to that FP chance. But with my Jirachi, by utilizing Thunderbolt and Psychic SpD drops, can win out against Bulky Waters; it's only a matter of time.

Another reason Tunderwave isn't very good is that most of the pokemon who switch into Jirachi don't mind a Thunderwave, such as Ground types, Bulky Waters, Heatran and other Steels. Most of these are already slow as is, and and are bulky enough to not mind that FP chance. Everyone else walls Jirachi all day long, paralyzed or not.

The other big reason to use Thunder Wave, aside from the chance to stall out pokemon in tandem with Iron Head, is to deter physical attackers from coming in and setting up/firing off strong attacks. However, most physical attackers are also deterred by Jirachi 's stronger Special attacks. In fact, most physical atackers are deterred better by Jirachi's special attacks than by a ThunderWave. The psychical attacking threats that come to mind are (when going down the OU list), Aerodactyal, Breloom, Dragonite, Electivire (lol), Flygon, Gyarados, Infernape, Kingdra, Lucario, Machamp, Mamoswine, Metagross, Scizor, Snorlax, Tyranitar and Weavile. All of Aero, Breloom, Dragonite, Flygon, Gyara, Nape, and Machamp are all hammered by Jirachi's strong SE special attacks, and in most cases, land a OHKO.

The ones that aren't hit SE are Electivire, Kingdra, Lucario, Mamoswine, Metagross, Scizor, Snorlax, Tyranitar and Weavile. Electivire is hit very hard and 2HKO'ed by Psychic, and can't 2HKO back. Also, Electivire can't be paralyzed by ThunderWave, making Scofield's Jirachi set loses against it, while I win. Kingdra is 3HKO'ed by Psychic, and isn't 2HKO'ed by +1 Waterfall, nor 3HKO'ed by +0 Waterfall. It can sub up on Scofield's Jirachi, as Scofield's set can't break Kingdra's sub or paralyze it through the sub; again, Scofield's Jirachi loses where mine succeeds. Lucario is 2HKOing both Jirachi sets at +0, and neither can OHKO. Both lose badly, but Scofield's does slightly better than mine, as it can paralyze. Against Mamoswine, both can't OHKO, and are OHKO'ed themselves by LO EQ; again, both lose. Metagross OHKOes both with minor prior damage, and both are doing 30% with their attacks, so both lose. With Scizor, both sets are half dead after U-Turn, and neither can OHKO. After the U-Turn, the counter that switches in after Scizor will wall or KO Jirachi, so both lose. Both also lose against Snorlax, as it curses up in both of their faces and can rest off the damage. Tyranitar 2HKO'es both with Scarf EQ, or OHKOes with Banded EQ, and neither can reliably 2HKO with their attacks, so both lose. Finally comes Weavile, who is owned by Scoifield's Jirachi, who can Iron Head; this results in the only win for Scofield's Jirachi.

tl;dr My Jirachi is better than Scofield's set because it handles Special attackers such as Starmie, Jolteon and Gengar better, deters and takes on more physical threats better and more reliably than Scofield's Jirachi, stalls out bulky opponents better, has better coverage with its special moves, and isn't nearly as reliant on the RNG as Scofield's pseudo-Para Flinch set is.

I also like Scofield's set, but mine has some key advantages over his. First of all, Scofield's Jirachi doesn't take on Starmie nearly as well. While he does take Starmie's attacks better, the starmie user will certantly switch out of Starmie, as Hydro Pump only does 38.6% - 45.5% to his jirachi.After hitting Jirachi on the switch-in, the Starmie user should realize that it isn't going to get anywhere.
According to your spread, Starmie doesn't 2HKO with Hydro Pump either, so why should it be staying in since it can't get the KO? A good player would realize "Hey this Jirachi is super bulky I probably shouldn't stay in" once they see that they can't 2HKO your rachi" Hell, if your Jirachi switched into SR + 1 layer of Spikes, it has a 32% chance of being 2HKOed so I don't see how dying is better than living 2 consecutive hits.

Vs your Jirachi, you're stuck with a 10% Jirachi that can't do anything because it'll literally die to any hit. At least Scofield's Rachi can get off a Thunder Wave vs a slow opponent.

It's a 41% chance of an OHKO with Iron Head, which gets boosted up to 100% with sandstorm, which is common.

Your Jirachi gets 3HKOed by LO Gengar's Shadow Ball, while:
Gengar switches in, takes SS + SR damage. (81.25%)
Scofield's Rachi switches in, Gengar Shadow Balls and takes LO + SS Damage (65%)
Gengar Shadow Balls, Scofield's Rachi does 50-59%, Gengar takes LO + SS Damage, which means Scofield's Rachi KOes Gengar 100% of the time and took less overall damage than yours.
This lets Gengar attack again with Shadow Ball, which has a chance to 3HKO (though it is slim, but the risk still there).
Assuming Scofield's Rachi came in at 100% and only took SR damage, it has a 9% chance of being 3HKOed by Gengar's Shadow Ball.
If the Shadow Ball didn't 3HKO, Gengar would be killed by the next Iron Head, but be left with less health then my Jirachi.

Both get 3HKOed by Tbolt. Although Psychic may do more damage, Jolteon is left at 38.75% maximum after SR + 3 turns of Sandstorm + Fire Punch, and because Jolteon's defenses are so bad, it really doesn't matter if you do "more damage" vs it because it's just going to turn over and die.

Scarf Flygon still 2HKOes even if you Wish and outspeeds you if you try to Icy Wind, and even if you do manage to 2HKO Flygon (ie it switches into your Psychic or Icy Wind), then you're stuck with a 20% max Jirachi that can't check anything. Should Scofield's Jirachi choose to use Body Slam, it can pull off the 3HKO with Iron Head (Body Slam + 2 Iron Heads is a 3HKO).
Thunder Wave also doesn't affect the Ground types, and let this set be walled by things such as Gliscor.
Your Rachi has to Icy Wind the moment it sees Gliscor, as if it uses Psychic then it can't outspeed and Gliscor can 2HKO with Earthquake. If you force Gliscor out then you're stuck with a 50% Jirachi max that can't counter any of the special attackers you previously mentioned.
And if you choose to use Body Slam over T-Wave for the paralyze chance on Grounds, you can't do anything at all to Rotom-A, while my Jirachi can break offensive variants' Subs and stall out defensive versions. Fine, but your Rachi only has a 32% of 3HKOing Resttalk Rotom, who can Discharge you. Also, you're not outstalling that well, as you have to Wish every other turn because WoW + Thunderbolt is outdamaging Wish.

Actually both do mind the FP chance because it is extremely hard to support your team/attack when you're getting FP.

Your Thunderbolt isn't beating Wish, while most Suicunes nowadays are offensive Suicune meaning they get heavily crippled by Thunder Wave.

Electivire outspeeds and 3HKOes with Tbolt + 2 Flamethrowers or 3 Flamethrowers. The only way you win is by getting off an Icy Wind or Psychic from when it switches in.

Chesto Kingdra is the new craze now, and at least Scofield's Rachi can paralyze it while +2 Waterfall 2HKOes both Pokemon, yours leaves Kingdra at 20%ish but still at +2 while Scofield's has Kingdra paralyzed.

Starmie: Switches out after it can't 2HKO you.
Jolteon: Frail as hell, doesn't matter how much damage you do to it, still 3HKOes both.
Gengar: Scofield's KOes with Iron Head in common battle conditions (SS + SR) and takes less damage.
Bulky Waters: Hates paralysis as it can't support the team/cripples them/doesn't really phaze them (Swampert)
Coverage: Scofield's beats several physical threats, cripples others, and loses to the same ones.
Paraflinch: It will fuck you over.

It looks like you're trying to do a Hannah Montanna with CM Wish Jirachi and specially defensive Jirachi. You can't really do this reliably, you either need to go one or the other. For this reason I like Scofield's specially defensive jirachi a lot better. Buuut...without protect it loses to cores of "special attacker + heatran" as it can't heal reliably so it might be worth mentioning protect could be used > fire punch if you don't care about forre/scizor/jirachi/lucario for this reason?

I fully agree with panamaxis, and like I said in my previous post, Scofield's set is better IMO.

@OP: Really, don't push it this hard. The outcomes of the physical variant were already explained, so I'm not going to mention that part again.

Let's hear the others have to say.

scofields set is and better and I will approve that one. my experiences with spD rachi with wish and special attacks havent been that great either, its better to go speed or defense

Fire punch is a waste, iron head cant even do much without atk ev's. And wish cm outclasses both sets after just 1 measly cm.Basically you have no real logical way to deal with the special attackers because the attacks are so weak all your going to be doing is paralyse spaming .There is no reason for special defensive jirachi because its not really walling as much as a roserade or heatran or cm jirachi.

No. Specially defensive Jirachi is a very acceptable piece, and the set is what we're trying to discuss here. Let's see what the OP and others have to say.
 
Why is there even a need for this kind of set? Jirachi just doesnt do it as good as heatran.
Specially Defensive Heatran can't do anything except roll over and die against Starmie, as Surf is a 100% 2HKO, and Hydro Pump is almost guaranteed to OHKO with SR. Against Gengar, Focus Blast + Shadow Ball + SR will always KO, meaning Gengar doesn't even have to risk trying to connect wit a second Focus Blast. Specs Jolteon does 42.3% - 50.1% with Thunderbolt, which leaves Heatran with a maximum health of 9.15% after rocks and leftovers, meaning Jolteon is very likely to 2HKO. Clearly, Heatran fails against these three special attackers where both special defensive Jirachi sets do rather well.

Heatran also packs way more weaknesses than Jirachi does, including crucial ones to Water, Fighting, and a greater weakness to Ground. Now, if you would remember all the physical attackers that both Jirachi sets handle decently (Aerodactyal, Breloom, Dragonite, Electivire, Flygon, Gyarados, Infernape, Kingdra, Lucario, Machamp, Mamoswine, Metagross, Scizor, Snorlax, Tyranitar and Weavile), you'll notice that all of them commonly pack a super effective move to use on Heatran, and in the case of 50% of them, the super effective move in question is STABed. So now not only does a specially defensive Heatran fair poorly against Special attackers, Heatran also fails hard against almost every physical attacker in OU.

Wish is slow recovery and risky.
While Wish is in no way reliable recovery, at least it HAS recovery, unlike Heatran. The closest thing Heatran can do is pull off a ResTalk set, which leaves it's move choice up to the RNG for 2 turns, won't do anything one third of the time, and therefore isn't more reliable than Wish. And if the user of Jirachi requires that Jirachi must be able to heal itself, they can just run Protect.

And wish cm outclasses both sets after just 1 measly cm.
About Wish CM doing what Special Defensive Jirachi does better, please read what I have already posted twice in this thread about why you are clearly wrong.

LO 252 Starmie Hydro Pump does 52.2% - 61.9%, a 2HKO if it hits twice. Therefore, it can't switch in. After a CM, it does 35.6% - 41.8%. Not always a 2HKO, but the next turn, even if Jirachi Wished, it won't recieve it until the next turn, so can be finished off by another move. CM Wish Jira in no way can set up on LOStarmie or switch in and KO it.

Against Gengar, LO HP Fire does 49.5% - 58.4% to CMWish (so again it can't switch in), and the follow up hit does 33.2% - 39.1% to +1 Jirachi. This won't 2HKO, but on Jirachi's second turn, it can only KO Gengar, or else it will be KO'ed by another HP Fire. Assuming min damage both hits (very unlikely) of HP Fire, Jirachi will be left at 24.55% (assuming 2 turns of Lefties and switching into SR). Almost anything can finish off a Jirachi at ~25% HP. So while it can set up a CM and KO the next turn, this leaves Jirachi at so little health so that anything that switch in next with a half decent attack will be able to kill it.

Against Jolteon, Specs Thunderbolt does 51.2% - 60.4%, so again, it can't switch in. After 1 CM, it does 34.2% - 40.3%, a chance to 2HKO. If it doesn't, the next turn it kill it, and Jirachi can't OHKO with +1 Psychic, so it looses to Jolteon as well.

If Jirachi gets in for free, it still is has a high chance to be 2/3HKO'ed anyways, and if it does kill the opposition, it will be left at so little health that it will be killed by whatever switches in next

Jirachi actually walls stuff unlike CM Jirachi and Heatran, and where did Roserade come in lol? Anyways, Roserade is 2HKO'ed by LO Ice Beam form Starmie and by Specs HP Ice from Jolteon. Roserade is possibly 2HKO'ed by LO Shadow Ball from Gengar with Rocks, and 3HKO'es 100% of the time, while Roserade can't even break the subs of SubSplit Gengar with Grass Knot, and can't aynting at all back to Gngar while behind a sub.

tl;dr Special Defensive Jirachi has been used for a long while, has been proved effective by many, and serves a useful niche in the metagame that no other pokemon currently occupies; therefore, some variant of Specially Defensive Jirachi deserves an analysis.

Jirachi doesn't always survive a +1 Adamant Dragonite's LO Earthquake even with a 252/252 Bold spread, so this is a shaky "utility" counter to him. Your EV spread ensures that both Life Orb Gyarados and Life Orb Dragonite OHKO with Earthquake.

Honestly, I don't see why I would use this set when I can just revenge all of those threats you just mentioned with a Choice Scarf Jirachi. Wish support is nice, but I can use Vaporeon for that, who is a sturdier Gyarados counter.

This might sound cliché, but this set is trying to accomplish a lot when in reality, it doesn't accomplish very much. There are other Pokemon that do Jirachi's job better.

You should clean up that EV spread if you want this to go anywhere. 252 HP/240 Def/16 Spe Bold lets you check Dragonite/Gyarados more effectively and it outspeeds Adamant Breloom. Jirachi has no business attempting to counter Specs Jolteon.

Finally, please change Icy Wind to Hidden Power Ice. The speed drop is nice, but it has absolutely pathetic base power, and it doesn't deal nearly enough to Dragonite.
first of all to answer the question of your's on why to use this jirachi over the scarfrachi i would say that this moveset is different and you can't compare it to the scarfrachi cause the downside of the scarfrachi is obvious,the same as with all scarf users but even more dangerous cause of magnezone,you get locked to one attack so missprediction might spell your doom...also you mention that vaporeon does the job of this jirachi better for countering gyarados...the writer didn't said that this jirachi is a dedicated gyarados counter only occasional...you say that other pokes do jirachi's job better but you don't name any of them...and also this jirachi is very usefull because of the wish support it provides and because it is a 100%counter to starmie something that very few pokes can provide without losing their offensive pottential,let's say for example blissey who can do little in return to starmie even if she carries tbolt which is rare...finally u say that jirachi has no business countering jolteon but you don't mention any reasons...how can it not have any business countering it when it can avoid beiing 2hkoed and 2hkos in return????

Well, if you read my later posts, you would be able to tell that I have softened my position on opposing this set. I feel like it can be effective in the right circumstances, but I would never use this over a special wall Snorlax. This does not mean that other people can't find this set to be useful (depending on their team's synergy).

As I said in previous posts, I personally find Scofield's set to be more effective than the one proposed in the OP. With that being said, I'd like to know if the poster (Kaxtar) is still down to write this, and if so, I'd like him to contact Scofield (if necessary) in order to get some input as to how this set should be played, used, and any other relevant detail that the person who created it can add.
