Tapu Fini outclassed Primarina in the previous two gens. If it existed in Gen 9 it would put Primarina in UU once again

Those two Pokémon aren't the best examples because they're naturally excellent in the higher tier

Maybe lower the usage threshold back to 3.41% before they raised it in Gen 8. It means we can have more Pokémon in higher tiers

Back in Gen 7, PokeaimMD/Joey manipulated the UU ladder and got Ambipom to rise to the tier within one month, from no usage to being in the Top 10 due to Joey making a video on him and then other players spamming him on ladder for the memes. So Smogon changed how rises/drops work once all tiers...

Unless you're Steel/Dragon (RIP Archaludon) or Fairy/Dragon (RIP Mega Altaria) you're always weak to Dragon LOL. That's like saying Dragapult is weak to Dragon so it shouldn't rise
