Well almost nothing can counter that solo no matter how gimmicky (LO doduo hits too hard and drilbur checks all the flying resists). Omanyte and kabuto can, but kabuto only has a 75% chance to kill drilbur with waterfall. That is still the majority of the time so I would assume it still counts...
