Tyranitar is my favorite counter to Talonflame, it does it very effectively and also is a premier Pokémon in the VGC 14 meta.

I'd say Sash, Yache works like a sash but only for Ice type moves. Also if you're leading with him there is no risk on residual damage breaking the Sash.
