In gen 7 pre-bank and post-bank, Custap Berry should not currently be available. There has yet to be an event giving it out, and even post-bank, items will not be able to be transferred forward. Unless something changes, which would be cool.

Don't really feel like it's a bug... More an oversight. Lots of things in Gen 7 that should be bank-only for the moment. Two examples from my teambuilding experience 1: Stealth Rocks on Skarmory 2: Rapid Spin on Tentacruel They're legal egg moves but without bank there's no parents to offer...
