Slash Blizzard for Ice Beam especially if under Hail.
There is no need.
There should be a mixed life orb set on this, it hits hard on both sides. if you choose to put it on it should look like this

evs allow you to outspeed positive base 70's and hit harder with outrage, draco meteor is there for a stronger STAB while outrage allows you to hit hard after you have used Draco meteor. Ice beam is the main attack on this attack, blizzard is if you want to go stronger, or if you are in hail. focus blast is for steels that would otherwise wall this set. This set has been tested and the reduced speed doesn't afect kyurem much, especially cause most of the pokemon between 263 and 317 speed destroy kyurem anyway, run neutral speed natures or are rare.
