No, it is impossible to have a shiny wondercard pokemon unless it is meant to be that way (e.g. legendary dogs). So if a shiny Jirachi is floating around, it's hacked.

4. While the second timer is advancing, proceed to the main continue menu and wait there. The second timer also has a beeping countdown, from 10 to 0. Your goal is to hit A on the continue screen at the moment the last beep sounds. Again, play it through first to see what I mean.

That's the main idea behind it, you will probably need some practice soft resetting and continuing at the proper time, but once you master it, the timer will let you hit virtually any delay. When you first start trying, make sure your 'error' window is large (+/- 1 or 2 seconds, +/- 50 or more delay).

If you do a few trials and you are consistently wrong, you can input the wrong delay you are hitting into the 'other delay' box and hit update. This will do a self correction to the second timer to help you get closer.

Oh, okay it seems like you have a good setup. What you need to do is this:

1. Check your target time. If it is 8:01:59, then you will be setting your DS to 8:01:00 when you start. This is what the 'minutes before target' means. Yours will say 0 I believe.

2. Start the Timer at the instant you set your DS to that time. I generally have one finger on the A button and one finger on the Spacebar and I hit them simultaneously. This will get the first timer running.

3. While the first timer is running, boot up your game. It's fine to leave it on the opening credits screen for this part, you just need to be at a point you can soft reset. The first timer will beep at 10 seconds left, and then it will beep 3-2-1-0. You want to soft reset your game at the moment the last beep sounds. Before you try, play the timer through once or twice to see what I mean by the beeps and all.

Darn - I think I missed you. But yeah, I'll trade you those 2 for the raikou. I expected you had the Win2011 one - that's what I want. :P

You would have to use a timer to hit a higher delay :)

Oh, if you are only looking at a very small delay range like that you won't be able to find it. It doesn't have anything to do with ID/SID. Here's what I used:
