Can anybody explain how this move works to me? "Strikes first with foe's attack at 1.5 power." Does this mean if you attack a pokemon with 100 attack your attack will have 150 bp? If so, does this work after they Swords Dance? What about STAB from a normal pokemon?

Hi, I'm looking for a list of all the pokemon in D/P who get this trait. All the sites I know of only have the traits listed for RSE and I was hoping there was a better way than going through all the pokemon of older generations.
