I don't feel like adding another rule to enforce and keep track of right now. GTS trends also change constantly and even stuff like Zigzagoon has like a 50% success rate in my experience.
It can be somewhat annoying, but in the end it is up to the people requesting to look after their fodder if they want stuff for free. There are almost 60 pages in this thread to get an idea of what works and what doesn't.
For now I'll keep it free-for-all fodder Pokémon.
If people choose to deposit their starters, fossils, version-exclusives or completely overrun species like Zigzagoon and don't receive what they want a bunch of times, maybe someday they will learn that Wingull or Whismur would be better.
I still have hope.
If they don't learn this before the end of October, their loss.

I have no idea what you mean with this question. XY and ORAS do share the GTS and Pokémon can be traded between those games over the GTS. I'm also not just claiming this. I've literally just tried it a few minutes ago with my own X and OR. It worked.(Is this Pokemon X excluding?)
