Gardevoir and Wish

Hi, as you may tell from my postcount - i'm fairly new to these boards so i'm not entirely sure where to place this thread.

I noticed on the Pokemon Strategy section of the main page that under Gardevoir's movesets, Wish is implemented on a couple of them. http://www.smogon.com/dp/pokemon/gardevoir

When i go to review her abilities on Serebii http://serebii.net/pokedex-dp/282.shtml#stats it shows that Ralts and Kirlia do not have access to Wish which i tested on my Diamond game cartridge. However, on that listing as well as the strategy by Smogon, Gardevoir learns this ability at level 17. This struck me as odd because for starters, Ralts evolves at level 20 and Kirlia into Gardevoir at 30.

Is there something i'm missing in order to obtain Wish on my Diamond game cartridge?

I am compelled to mention that Ralts eggs that were given away in Pokemon Center events in Japan could hatch with either Charm or Wish, but how long ago was that, again?
