The given EV spread lets Kyurem survive a hit from Choice Specs Tapu Koko's Dazzling Gleam (ngl this doesnt seem too important since you need kyurem to not have this mu, as it otherwise sets up on the rest [or nearly the rest] of elec) at full HP and allows its Substitute to live one Seismic Toss from Blissey. Alolan Ninetales provides Aurora Veil support and checks faster Dragon-types that threaten Kyurem such as Garchomp and Latias (A.Veil with Snow also prevents Celesteela from breaking the sub, and snowy weather lets it bear Physical hits, notably surviving CC from Scarf G.Zappy, Scarf Great Tusk, and making it triply annoying in matchups like Ground and Poison too).
