This is i my first 5 gen balanced team i always used offensive teams but i really like this team it
has really good defensive and offensive cores my defensive are rotom-w gliscor and empoleon they work really good together my offensive core is gengar scizor and hydreigon .
my team doesn't get hurt by toxic spikes at all spike hurts empoleon and scizor only no weakness to stealth rock. four levitating pokes is so help full.

its my lead 90% of the timeit resistance are so helpful especially resisting bullet punch from scizor it does very good in rain and sand teams not so good in sun. rain teams helps it hydro pumps for 1.5 its like spec hydro pump volt switch is really good scouter thats why i chose it over thunderbolt will-o-isp for psychical attackers pain split is a good health resource specially from walls like blissey .

underrated poke it does pretty well with gliscor and rotom-w
. stealth rock of course its very helpful specially against multi scale dragonite roar is for racking up stealth rock damage and faze pokes trying to set up like volcarona scald is a pretty good move it it scares psychical attackers to switch in toxic is for bulky pokes.

gliscor is the best psychical defensive poke this gen it walls exadrill even without defense evs and its a very good stll breaker any way my set is not the impish its jolly full speed set to help it sweeping ability taunt is for preventing hazard and botan passingteams from setting up. ice fang and eq for good coverage most off the times i activate poison heal by volt switching or u turning to gliscor.

choice Scarf Hydreigon can be an effective revenge killer thanks to its great movepool. Draco Meteor is Hydreigon's primary STAB move, and will severely dent or OHKO a large number of Pokemon. Fire Blast has excellent coverage with Draco Meteor, finishing off any Steel-type Pokemon who switch in to wall Hydreigon's STAB Dragon-type attacks. surf is for ground and rock pokes earth power is for heatran and tenarcuel

choice Band-boosted Bullet Punch is incredibly powerful even with no setup, and allows Scizor to revenge kill many dangerous threats such as Salamence locked into Outrage, Choice Scarf Hydreigon and "Double Booster" Terrakion
superpower does huge damage to Scizor's main counters, OHKOing Heatran, Magnezone, and Ferrothorn expecting a Bullet Punch u-turn for scouting.

this set is pretty annoying specially for pokes that have on move to hit gengar like sub sword dance garchomp and Toxicroak and choice pokes to Shadow Ball and Focus Blast provide perfect neutral coveragesub is for scouting for t-wave and moves

Threats:
Excadrill- gliscor and rotom-w can wall it easily
Conkeldurr- if gliscor is down i can use gengar to sub disable
Volcarona- it can sweep my team easily especially in sun i can beat by stealth rock phaze it with empoleon
Terrakion- scizor thats all
Thundurus- scarf hydreigon
Reuniclus- scizor it cant do much for this team but trick room one is so hard to deal with i try stalling trick room by switching from gengar to
Politoed- rotom ftw
Venusaur- is sun its so scary but i can hit it with scizor bp or fire blast from hydreigon it can take some hits
Toxicroak- gliscor gengar
Breloom- giscor gengar
Scizor- rotom-w gliscor
jirachi- so anoying but gliscor can hit it hard with eq i try will-o-isp it
Rotom-W- hydreigon
Tyranitar- scizor

A bit of a deviant from the standard, but if they work for you, then keep them. I've nothing much to say here.

I've never tried Empoleon before, so kudos to you. Either way, this looks good to go.

Try the defensive EV spread I bolded alongside an Impish nature. Gliscor usually isn't meant to sweep, with Hydreigon being capable of assuming that role.

Focus Blast can be considered on this Hydreigon, preferably over Surf. Dark Pulse should be considered over Earth Power for the ability to eliminate the JelliThorn defensive core with one Pokemon. U-turn also should be considered over Dark Pulse.

I can't believe anyone has caught this yet. 252 HP EVs leave you vulnerable to the maximum amount of damage caused by indirect status and entry hazards. Making it 248 helps alleviate this problem, with the last 8 EVs being sent to Speed.

Have you considered moving the last 4 EVs into HP, rather than Defense? That's all I have to say about this.

i made a mistake on the rotom-w its the same as the standard just swapped 4 evs from hp to speed. about gliscor im going to try it.i prefer earth power to do some damage to jirachi in rain and heatrans and fire type pokes in sun . and im not changing my pokes to female

Why not go for sweeping Empoleon?
Empoleon @ Petaya Berry
Trait: Torrent
EVs: 252 Sp.A / 252 Spd / 4 Def
Modest Nature (+Sp.A/-Atk)

This should be your Empoleon set, switch him in on a fire type, Agility on the switch, then just keep on subbing till your HP is 1/4th, thus activating the Petaya Berry & Torrent Ability. This set leaves Empoleon with 789.5 Sp.Attack & 438 Speed, pretty thretening, Eh? with STAB Surf, this guy has helped me sweep trough ALOT of teams.
 
I'm not sure as to whether Latios would be a better fit on your team than Hydreigon. Heatran is already dealt with by Rotom-W and Tentacruel is dealt with better by Latios thanks to Psychic STAB. Latios also has better offensive stats, a better speed tier and as mentioned before STAB on Psychic, which can prove useful against Fighting types should you not want to waste Draco Meteor. If you're not feeling Psychic, Trick could also be used to cripple switchins.

I suppose it comes down to whether you need the extra power on your Fire move.
 
Skarmory works as a Stealth Rocker/Spiker and Phazer; I cannot remember the Evs but it has: Spikes/SR, Whirlwind, Taunt, Brave Bird.
 
I agree with Skarm. SR/Spikes/Brave Bird/Whirlwind. and Empoleon isn't very good in defese, so.. why have him as a Stelth Rocker anyways, Swampert/Quasire are more reliable when it comes to Setting up Rocks and Phazing.
