Is Battle Spot Rating Special currently not using VGC 2016 rules? When I try to enter with my new VGC 2016 team, it says that there is at least one Pokémon that is unable to participate.

You can request a Xerneas even if you haven't seen one yet. Just scroll down all the way in the alphabetical list and type it in manually.
