Smogon Refused Connection???

I tried going onto pokemon online into smogons server but everytime i log on it says this:
Error while connected to server -- Received error n°0: Connection refused



It works on every other server why is smogon refusing connection to me? i know there are other people on it says there is like 150 people on the server already so why is it refusing connection?

the server's frozen

it's down which means you can't connect to it

it also means the population display will not update correctly either, so the 150 people on the server is a lie

how long does it take to unfreeze
