Pokemon: Jolteon Type: Electric BST:75/65/70/120/95/140 [BST: 565] Abilities: Volt Absorb [HA: Adaptability] New Moves:Spikes, Aura Sphere, Nasty Plot Removed Moves: N/A Justification/Niche: Jolteon can now compete with other pure Electric types thanks to its interesting coverage and access to Nasty Plot. Spikes also gives it a great niche. Sample moveset:
Pokemon: Pachirisu Type: Electric/Ice (Ice matches its colour scheme) BST: 70/105/70/75/100/125 Abilities: Adaptability, Quick Feet (Fur Coat) New Moves: Ice Punch, Heal Bell, Slack Off Removed Moves: N/A Justification/Niche: With an Electric/Ice type, the STABs are an obvious focus since, of course, they have the most amazing coverage of anything between them (besides possibly EdgeQuake, not sure there). Because of this, Adaptability is an obvious choice to make those STAB moves hit even harder. This is balanced by the below average attack stat of Pachirisu, and the fact that its physical options consist of Thunder Punch and Ice Punch, which aren't very powerful. Pachirisu's high speed allows it to sweep somewhat, and also lets it outspeed threats such as Greninja and Dugtrio in order to knock them out with its supereffective STABs. It is rather frail physically, though it can take a hit on the special side.
Fur Coat sends Pachirisu in a different direction. While it becomes much worse offensively, it can now survive physical hits a lot more comfortably than before. It can then use support moves such as Thunder Wave, Toxic and Super Fang to cripple the opposing team while also acting as a cleric with Heal Bell. It can also keep itself alive via Slack Off. Unfortunately, its defensive typing is rather bad due to having 4 very common weaknesses, in Ground, Fighting, Fire and Rock, which doesn't help in this role at all, although interestingly it does actually resist both its STABs, so it can beat other Pachirisu, as well as being a Flying switch-in.
Pokemon: Zebstrika Type: Electric BST: 75/105/63/100/63/136 Abilities: Galvanize, Solar Power (Emergency Exit) New Moves: High Horsepower, Jump Kick, Fire Blast Justification/Niche: With its ridiculously high speed, and good power after ability boosts, Zebstrika can be a very good offensive Pokemon. Physical sets have Galvanize-boosted STAB Return, along with great coverage in Jump Kick and High Horsepower. Tapu Bulu and Landorus are the only two really relevant Pokemon that resist all 3. Special sets can work under sun with sun-boosted Solar Power Fire Blast, along with Thunderbolt and Volt Switch for good STABs. Emergency Exit is just a gimmick which made sense on Zebstrika since it's a zebra, which are known for running away from predators a lot. Unfortunately, it's fairly easy to tell whether it's physical or special from team preview based on if there's a Sun setter on the enemy team, and with its still scarce movepool, Zebstrika has hardly any versatility and is rather predictable. It also gets worn down very fast between hazards, Life Orb, Solar Power damage and recoil from Jump Kick's rare miss.
G-Luke The OP says max of 3 new moves, did something change or is yours wrong?
Pokemon: Pachirisu Type: Electric/Ice (Ice matches its colour scheme) BST: 70/105/70/65/100/125 Abilities: Adaptability, Quick Feet (Fur Coat) New Moves: Ice Punch, Heal Bell, Freeze Shock Removed Moves: N/A Justification/Niche: With an Electric/Ice type, the STABs are an obvious focus since, of course, they have the most amazing coverage of anything between them (besides possibly EdgeQuake, not sure there). Because of this, Adaptability is an obvious choice to make those STAB moves hit even harder. This is balanced by the below average attack stat of Pachirisu, and the fact that its physical options consist of Thunder Punch and Ice Punch, which aren't very powerful. Freeze Shock provides it with a 200-BP STAB Adaptability Z-Move to nuke anything it wants - Combined with Super Fang, it can very easily pick up KOs, and it also makes sense on this since it's an electricity-based Ice move.
Unfortunately its defensive typing is rather bad, which doesn't help in this role.
Stats: 90 / 70 / 84 / 110 / 84 / 72 (510 BST) Mega Stats: 90 / 80 / 96 / 160 / 96 / 88 (610 BST) Abilities: Lightning Rod / Motor Drive (HA) Mega Ability: Sheer Force New Moves: Blizzard, Ice Beam, Slack Off Justification/Niche: Mega Ampharos is now more powerful and faster than its regular counterpart, but at the cost of its Dragon-typing. It gains amazing Ice-type coverage as well as an recovery move and Sheer Force just gives a lot more power behind its moves. I feel like there are very few Electric-typed wallbreakers, as most of them are faster revenge killers / pivots. So I chose to give this role to Mega Ampharos and allow it to Wallbreak properly. AlolanSandslash
Stats: 100 / 130 / 70 / 120 / 75 / 60 (555 BST) Abilities: Reckless / Slush Rush / Swift Swim (HA) New Moves: Thunderbolt, Thunder, Wild Charge Justification/Niche: Alolan Sandslash is now a potent Rain / Hail sweeper, it can work as a physical, mixed or special attacker thanks to its versatilty, prefering Blizzard on Hail and Thunder on Rain. It also deals with the Grass-types that wall most rain teams and the Water-types that wall most hail teams. It is still quite slow without its weather boosts though. Toxicroak
Stats: 83 / 67 / 75 / 103 / 124 / 103 (555 BST) Abilities: Natural Cure, Regenerator, Electric Terrain (HA) New Moves: Thunderbolt, Thunder, Volt Switch Justification/Niche: Toxicroak is a powerful and speedy Special Attacker, but with quite an interesting type combo and abilities, it can act as a pivot for offensive teams, being an amazing status absorber thanks to a Paralysis, Toxic and Sleep immunity under Electric Terrain, Toxicroak is also slower than Tapu Koko, but considerably stronger, it also has access to Focus Blast which compliments its STABs pretty well when coupled with HP Ice. On the flip, side, its physical bulk is quite underwhelming, and its quad weakness to Ground makes it tough for Toxicroak to take hits.
I don't think we can use the same Pokémon since Beartic had win the Ice/Fighting from the Fighting slate. May I suggest Electivire (he looks like a yeti to me)?
Pokemon: Electrode Type: Electric BST: 70 (+10) / 50 / 70 / 110 (+30) / 100 (+20) / 170 (+20) = 570 BST Abilities: Aftermath / Soundproof / No Guard (HA) New Moves: Focus Blast, Energy Ball, Calm Mind Removed Moves: N/A Justification/Niche: Oh, Electrode, how I pity thee. Much like the previously buffed Unfezant, Electrode has some great tools that you'd think would make it worth using, but then it's EVERYTHING else makes it all come crashing down. So, to fix that, I gave Electrode 2 much needed things: a useful ability and more power. While Aftermath can be good in some situations, it's only good on defensive Pokemon like Garbodor, so Electrode needs an offensive ability that can set it apart from other Electric-types: No Guard. With No Guard, Electrde can freely spam Thunder and the new Focus Blast at no risk of missing, something many other Electric-types would kill for. Another thing that sets Electrode apart is it's slightly buffed immense speed. With it, it's the fastest thing in the meta, beating out Optimized Glalie (and Ninjask), meaning that it almost never has to worry about being outsped and can run Specs or Z-Crystals freely. If you decide that Glalie isn't much of a problem, then you could even run a Modest nature to help boost it's buffed Special Attack, too.
Oh yeah, one other thing, in September, this thing will get Zap Cannon via Gold/Silver... And guess what ability it's legal with?

Pokemon: Arbok Type: Poison/Electric BST: 80 (+20) / 125 (+30) / 81 (+12) / 65 / 104 (+25) / 115 (+35) = 570 BST Abilities: Intimidate / Shed Skin / Strong Jaw (HA) New Moves: Wild Charge, Volt Switch, Psychic Fangs Removed Moves: N/A Justification/Niche: Flavor explanation? Do you know how cool an Electric snake would be? Yeah, that's the reason. Anywho, Arbok is now a powerful physical attacker with a great ability in Strong Jaw boosting some good previously weak coverage to new heights. With Strong Jaw, STAB Thunder Fang, Fire Fang, and Ice Fang all become 97.5 BP, making them very powerful moves hitting off of Arbok's 125 Attack. Not to mention, Crunch and Psychic Fangs both reach over the 120 BP mark, making them very strong coverage options and Poison Fang becomes a very slightly weaker Poison Jab with a better effect. Arbok also has a ton of other useful moves such as Seed Bomb, Earthquake, and Aqua Tail for coverage, Coil for setup (especially with that high Special bulk), Sucker Punch for priority, Switcheroo for crippling, and a ton of cool utility moves in Dragon Tail, Disable, Haze, and Glare.
Pokemon: Luxray Type: Electric/Ice BST: 70 (-10) / 120 / 70 (-9) / 120 (+25) / 70 (-9) / 120 (+50) = 570 BST Abilities: Slush Rush / Intimidate / Guts (HA) New Moves: Ice Beam, Icicle Crash, Ice Shard Removed Moves: Fire Fang Justification/Niche: First, flavor-wise, color scheme fits + Lynxes can live in cold climates like Canada. Anywho, onto Luxray, it takes full advantage of how amazing of a combination STAB BoltBeam is with Great offenses, a good speed tier, and two very good options. You can break through walls with Guts (especially with the burn nerf buffing the heck out of Guts users), having immense physical power backed up by STAB priority in Ice Shard, but get worn down fairly quickly. Or, you can punch holes through the majority of the tier with literal BoltBeam and keep up momentum with Volt Switch, but have few coverage options outside of that. The choice is yours when you want to use Luxray, adding a layer of unpredictability that helps Luxray be a great choice for your team. Just keep it away from Optimized Hariyama.

Spikes also gives it a great niche. Sample moveset:
Sorry to say that to an important mod like you, but Teravolt is Zekrom and Kyurem-Black's exclusive Ability (unless if I am wrong), but you can substitute with Mold Breaker since they work the same.
Do I have to keep scouting to correct mistakes? Oh, and I will give submissions soon, for anyone asking that. I will wait until at least G-Luke responds (he doesn't need to but just in case) because I think it would be impolite from me to double-post unless stated otherwise.
EDIT: I think I rather post'em here now, simply to avoid double-post.
Raichu
Stats: 75 / 110 / 70 / 110 / 70 / 135 (570 BST) Abilities: Galvanize / No Guard / Lightning Rod (HA) New Moves: Waterfall (to go with Surf), Ice Punch, Ice Beam Justification/Niche: Raichu will work as a set-up Sweeper (it got both Sword Dance and Nasty Plot) and can use Extreme Speed or Fake Out (or even both) to go with Galvanize, or Thunder and Focus Blast to go with No Guard. Its three new moves are for coverage (with Surf being the special Water coverage), but it remains frail, and Electric is not the best defensive type as we know (but not the worst).
Electrode
Stats: 70 / 50 / 70 / 120 / 70 / 190 (570 BST) Abilities: Competitive / Dazzling / Motor Drive (HA) New Moves: Sludge Bomb, Aura Sphere, Ice Beam Justification/Niche: The only Poison-type that is viable to OU is Gengar. Oh, and Scolipede and Nihilego. And Mega Venusaur too. But Electrode will be faster than them all, and it will specialize on taking down threats before they could even strike. And outside of Venusaur being a Grass-type, Electrode can use Ice Beam to take down pesky Ground-types.The only problem is how viciously frail it is and its double weakness to Ground, but when you have something faster than Optimized Glalie, be prepared for that.
Electivire
Stats: 75 / 143 / 67 / 85 / 95 / 105 (570 BST) Abilities: Tough Claws / Motor Drive / Slush Rush (HA) New Moves: Sword Dance, Ice Shard, Volt Tackle Justification/Niche: Electivire is detested for being not fast enough and not being able to use its movepool well. Ice/Electric will not help it... if only it will not become a manly tough fast physical sweeper. While still frail on the Defense, it is fast enough to correctly sweep, and its high Attack of 143 can do a lot of damage, especially after a Sword Dance. Motor Drive or Slush Rush will help it to get faster too, on the right condition. Just remember, Ice/Electric is still a bad defensive typing, and Mach Punch, Bullet Punch, Accelerock and Vacuum Wave can ruin its day. And Unaware Hariyama exists to stop Sword Dance set-up, you know.
You know, even with good ol' Optimized Hariyama, this Electivire sounds very strong, so if anyone see this as a problem, please warn me.
Update: ...Holy shock, my Optimized Hariyama is monstrously bulky, especially with Unaware.

While it took a dip in power, Sheer Force more than makes up for the relatively low power drop on both of its attacking stats, letting it hit hard with Sheer Force boosted Volt Tackles and elemental punches. While not spectacular, it has enough special bulk to try and set-up a Bulk Up or two somewhere. What really makes Electivire stand out among its electric brethren is the wide coverage it provides.

This gives it reliable BoltBeam coverage, letting it rock a nifty Scarf set. It can also serve as a nifty check to electric-types, especially those that rely on Hidden Power [Ice] and not much else for coverage. It does need some support to work, but with STAB BoltBeam Rotom-Frost can be a decent attacker.
BST: 105/105/75/65/100/50 [BST 500] Abilities: Poison Touch / Regenerator / Strong Jaw (HA) New Moves: Thunder Fang, Thunderbolt, Volt Switch Removed Moves: Pursuit, Thief, Payback Justification/Niche: The colorful (and now radioactive) pile of sludge becomes a bulky electric-type meant to take on various special attackers with its unique defensive typing. While it is very weak to Ground-type attacks, it has key resistances to Electric, Flying, Fighting, and Fairy which let it wall things pretty well. It has two great abilities in Regenerator and Strong Jaw, letting it do different rolls.

Just a heads up, there's nothing stopping you from doing the same Pokemon, as long as it's different enough from each other's submission.
And yes, just check post #3 to see which Pokemon you can't use anymore because they won.
Also Exploudit we are only just changing base forms of the Pokemon. Megas won't get any stats changes (although they will get the new moves you give the base form), so you can change Ampharos all you want but not the Mega's stats/abilities.
Also technically G-Luke's Terravolt is a legendary exclusive ability so just change it to Moldbreaker
Loving the submissions though and keep them coming! :)
Just as a trivia, I imagined if Optimized Pokémon for their type are compatible for Pokébilities. This is just a thought and not a suggestion.
Lycanroc-Midday: Being able to use Double-Edge without troubles in sandstorm is very cool.
Emboar: Head Smash and Flare Blitz will hurt a lot without even harming Emboar himself! Oh, and Aqua Jet will still be useless against it.
Bastiodon: The Sandstorm Master. Should I say more?
Glaceon: Surely better than outside of Pokébilities, as Glaceon is able to pull full potential of its STAB Ice attacks while laughing at Stealth Rocks.
Glalie: It's Ice Fang can become a pain in the neck, especially after a Shell Smash set up.
Froslass: Snow Cloak would not be allowed obviously, but otherwise it functions as a Hail setting Toxic spreader.
Cryogonal: Can use Tri Attack as its Flying STAB and able to Intimidate physical opponents at the same time. Very useful against typical Fighting-types.
