With this spread, Jellicent can avoid the 2HKO from Specs Volcanion HP Grass/Electric after rocks while still outspeeding 0 speed invested Mega Zor for some reason lol. The only issue with Jellicent as a counter is that its really passive v Volcanion and can only touch it with Toxic.​

Cleric Blissey is one of your best stops to Volcanion available in OU in every scenario thanks to the possibility to run Leftovers + Softboiled in the same set. Simply put, a special attacker can't kill this pink blob unless (1) it has a very boosted SpA or (2) Blissey can't take two hits.

Towards Leftovers Modest Volcanion:
252+ SpA Volcanion Steam Eruption vs. 4 HP / 252 SpD Blissey: 127-150 (19.4 - 23%) -- 96.7% chance to 4HKO after Leftovers recovery and burn damage (from the STABs)

If using EBelt run Sludge Wave to guarantee the 2HKO on CM+T-wave Clef. If using Specs run Sludge Bomb because it misses out on no KOs and the poison rate makes it objectively better for its ability to pressure switch-ins more. Basically, Goodra's astronomical special bulk even when uninvested as well as its resistance to both of Volc's STABs makes it the best non-mega counter to it in the game. Additionally, its access to Sap Sipper makes it a hard counter to Serperior (one of Volc's best counters) while just generally freeing up teambuilding a little for offense.

cm slowking makes for a very solid volcanion switchin since it resists everything it has to throw at it apart from hp grass and sludge bomb, the only problematic move being the former while the latter is still easily survived. however, hp grass can only 2hko if rocks are up and volcanion has specs, while slowking easily lives non specs hp grass which leaves it in a good position since specs volcanion is forced into grass coverage which can be taken advantage of very easily and slowking still comes out healthy to switch in again.

obviously a bit of a shaky case, but in a normal game situation i'd definitely say it's a counter. or you can just run more spdef / av if that's a concern.

Recently, Latias has been pushed aside for the generally superior Latios, but with the release of Volcanion, Latias has secured a much more solid niche for itself. Latias resists both of Volcanion's STAB attacks, which do just under half, and Latias can proceed to Roost off the damage taken. Hidden Power Grass does absolutely pathetic damage, it is immune to Earth Power, and Draco Meteor can OHKO after Stealth Rock damage. Sludge Bomb is a bit more worrisome, as the chance to Poison can really wear Latias down and it has a 50/50 chance to 2HKO after Stealth Rock damage alone, but considering Latias can switch into every other move unconditionally (Even Steam Eruption can't break through it with a burn, eventually it will get PP stalled), it's safe to assume Latias can be a soft counter. If Volcanion is not Choice Specs and is instead Mystic Water or Leftovers, Latias's job becomes even easier.

Even with rocks up, Dragonite can switch in safely to any of the moves listed on this set, taking at most 33.1 - 39.3% from Sludge Bomb with Multiscale broken. (Inb4 surprise HP Ice.) It then outspeeds and 2HKOes with EQ (69.7 - 82.3%), while if it came in with Multiscale intact it can afford to Dragon Dance (at which point it OHKOes). Lum Berry protects against any burn or poison shenanigans. Obviously this thing doesn't like rocks up (Sludge Bomb can 2HKO with high rolls or double-poison), but no matter what happens, Volc will be at the very least softened up for something else.

Zapdos is a decent check to Volcanion, due to its ability to outspeed and deal heavy damage with a super effective TBolt. While, Zapdos cannot OHKO without any SpAtt investment, Zapdos does beat Volc one on one, thanks to its solid bulk enabling it to survive any attack. As a result of this, Zapdos can also act as a switch in later on in game if need be, and thanks to its access to Roost, it can consistently check Volc all game.

Uh yeah but Latios takes hits pretty well for something that isn't a dedicated defensive mon, and from there can either go for the kill with Draco Meteor or heal up with Roost. Draco Meteor usually OHKOes after a bit of prior damage, which is easily done seeing as Volcanion struggles with Stealth Rock. If there's no prior damage, Psyshock can 2HKO anyways.

3/4 Attacks + Berry or Air Balloon / Lefties Volcanion is awesome and the best set you can run with it imo, don't ever let anyone tell you different. If they do tell them Magic would like a word with them. Anyway, this is cool since more often than not you're going to be using Steam Eruption and Fire Blast when using Volcanion, so opposing Volcanion have a pretty free switch-in. So Earth Power + Shuca Berry (or Shuca is fine too) Volcanion is cool and threatens opposing Volcanion pretty hard since they're forced to gtfo or risk a tie, which is very risky if they haven't scouted out your filler move yet (and they can't OHKO you even with Rocks!!!!!!!!) Watch out for Sludge Bomb though, it stings.
