Arena: Mossdeep City Aquarium
Water literally surrounds you. The entrance to the Mossdeep City Aquarium is a long glass tunnel located at the bottom of the facility's largest marine exhibit. The little sunlight that trickles down from the water's surface hundreds of feet above you casts the room in a dim, blue glow. Colorful schools of Luvdiscs and Chinchous swifty swimming by create a mesmerizingly kaleidoscopic effect, and you lift your head up to admire their graceful movements. A tap on the glass behind you catches your attention. A little Slowpoke is watching you intently, its mother Slowking gliding lazily behind it. The tour guide explains, "That's the famous Slowking. Her name's Marina. She's been with us since before the aquarium was event built!"
Years ago, this bustling aquarium was a humble marine biology museum affiliated with the Mossdeep Marine Research Center. Back in the day, studies were being done to examine the effect of the Devon Corporation's rampant water pollution on Slowking mating habits. A nesting Slowking, Marina, bonded with one of the researchers and helped her gather information. Together, the two of them produced damning evidence against the Devon Corporation, publishing a paper that made quite a splash. The corporation's president was soon fired and replaced with the more environmentally-concerned Joseph Stone, and the researcher quickly rose through the ranks of the marine facility.
"She's coming closer now," the tour guide points out. "You can tell Marina apart by the whirlpool pattern on her shell." Huh, the pattern looks familiar. You take out the letter that the Water Gym leader sent you again. Inside is a badge with the same whirlpool design and a short note: "Thanks for challenging the gym. I'll come get you when we're ready. Enjoy the aquarium."
There's more tapping at the glass. Marina and her little Slowpoke are watching you closely, almost impatiently. While you chuckle to yourself at the idea of an impatient Slowpoke, Marina appears to be concentrating intently. The badge in your hand begins to glow with a pale pink light. "Slooooow-KING!" The light suddenly becomes blindingly bright. When you open your eyes again, your surroundings are completely different, and the badge in your hand is gone.
You're standing at the edge of a small, rocky island, beneath the cover of an enormous willow tree in the center whose leaves branch out to cover the entire island in its shade. Several large green lily pads dot the the water around you, sitting completely still despite the strong currents of the water around it, and a stepping stone path floating on the water's surface leads out into the horizon. You kneel down trying to find the badge that you must've dropped in the water, but you find that it goes much deeper than you thought.
"Looking for this?" You turn around. In the middle of the island, a young woman in a white lab coat sits at an iron garden table beside the trunk of the willow tree. Marine is seated across from her, and the woman is holding the badge that you dropped. "I'm afraid you'll have to earn it back. My name's Emma, the leader of the Mossdeep Aquarium Gym. Come, have a seat."
You obey. She pours you a cup of tea from a little porcelain teapot decorated with seashells. "Help yourself," she says, indicating the little rack of pastries and cakes on the table. "This island is at the surface of the aquarium. It's where I met Marina all these years ago." "Sloooowking." She smiles. "Before the aquarium was built, I gave lectures here on this island for biology students studying at the museum. But bills need to be paid -- research isn't cheap, and there are so many issues in this day and age that we need to address: ocean acidification, climate change, oil spills -- and our funding was drying up. So we shut down the museum and replaced it with the aquarium to bring in more revenue. It's part of the reason I became a gym leader; the Gym Committee agreed to donate a hefty sum every year to the research center. But that's enough reminiscing." She walks to the water's edge and pulls out six Pokeballs.
There are several things that you notice:
Emma's Pokemon are all very strong swimmers. It will be difficult for you to phaze them out of the water.
A swarm of Tentacruels in the aquarium below you have released Liquid Ooze poisons into the water.
The flowing water and soft island sand make it easier for Dive and Dig users to jump higher when attacking.
The strong ocean currents empower partial trapping moves, making them more accurate.
The invigorating ocean breeze energizes the Pokemon and makes them resistant to paralysis.

Mechanics:
1) Phazing moves cannot force the leader to send an unused Pokemon. If the leader has no benched Pokemon, then phazing effects will not activate.
2) The healing effect of draining damaging moves is negated.
3) Regardless of the user's Size Class, Dig and Dive can hit levitating and Flying-type Pokemon (type immunities still apply).
4) Partial trapping moves have 100 base accuracy.
5) Pokemon cannot be paralyzed.
6) Challengers with 3 or more consonants in their usernames are automatically disqualified.
